Carolina Ortega Ramírez is a principal associate in the Administrative and Planning and Zoning Law practice area of Garrigues, where she has pursued her professional practice since 2008. She has experience in the area of zoning, condemnation, environment, tourism and judicial review proceedings, advising both the public and private sectors on a recurring basis in the various facets of Administrative Law. She holds a Law Degree and a Master’s Degree in Public Law, and is authorized to practice in both Venezuela and Spain.

She is a regular lecturer in the Master’s Degree in the Management of Innovative Real Estate Companies at COAC, in the Master’s Degree in Real Estate Law at ICAB and the Master’s Degree in Land Policies and Sustainable Urban Development at UNED. In addition, she has been a moderator of the World Town Planning Day Conference, has participated as a speaker in various editions of the Urban Planning Seminar organized by the Barcelona Developers’ Association (APCE), among other institutions, and has been a graduate assistant to the chair of Private International Law at Universidad Católica Andrés Bello, Venezuela.

Experience

Carolina Ortega Ramírez has been a principal associate in Garrigues’ Administrative Law Department since 2019, having joined the firm in 2008. She had previously worked in the Administrative Law Department at Tinoco, Travieso, Planchart & Núñez (Venezuela), where she was a member from 2005 to 2007.

Over the course of her professional career, she has participated in highly complex matters, including:

  • Participation in the drafting of planning instruments, mainly in Cataluña.
  • Participation and coordination in the drafting and processing of various zoning management instruments throughout Spain.
  • Management of zoning entities throughout Spain, providing advisory and secretarial services to such entities.
  • Negotiation with various public authorities for the signature of zoning agreements relating to both planning and management.
  • Administrative zoning enforcement proceedings.
  • Litigation concerning challenges to planning and management instruments, and various types of administrative procedures.
  • Management of condemnation proceedings and, if applicable, related litigation.
  • Claims for financial liability of the public authorities.

She has also participated in the drafting and coordination of due diligence reports on planning and environmental matters, providing advice from the standpoint of public law in various transactions.

In addition, she has participated on an ongoing basis in pro bono matters relating to both zoning and human rights issues.

Lastly, she has participated in the drafting of zoning regulations in other jurisdictions, providing zoning and planning advice in a broad range of areas, mainly regarding planning, zoning management and zoning enforcement.

In addition to Spanish and English, she has a good command of Catalan.

  • Executive Master’s Degree in Business Law, Centro de Estudios Garrigues – Harvard Law School (2010).
  • Law Degree, Universidad Alcalá de Henares, Madrid, Spain (2009).
  • Master’s Degree in Public Law, IDEC – Universidad Pompeu Fabra, Barcelona (2008).
  • Qualification as a Lawyer, Universidad Católica Andrés Bello, Venezuela (2004).

Teaching activity

Carolina Ortega is a regular lecturer in the Master’s Degree in the Management of Innovative Real Estate Companies at COAC, in the Master’s Degree in Real Estate Law at ICAB and the Master’s Degree in Land Policies and Sustainable Urban Development at UNED, specifically on the subjects of zoning management, from both a theoretical and a practical standpoint, financial liability of the public authorities and zoning enforcement.
