In the area of administrative contracts, he advises clients in the private sector on their contractual relationships with the public authorities, as well as on their participation in invitations to tender launched by the authorities.

In the environmental field, he has provided legal advice to clients in the context of reviews of compliance with environmental legislation, procedures for the grant of environmental intervention instruments, contaminated land procedures and penalty proceedings.

In the planning and zoning area, he focuses on three areas of activity (planning, zoning management and zoning enforcement), advising clients in both the public and private sectors.

As regards special properties (water, coastlines, ports, mines, and woodland), he advises multiple clients in the private sector and, in particular, he has participated in numerous engagements relating to mines and coastlines.

He has extensive experience in energy matters, having advised companies in the energy sector on regulatory matters and in judicial review proceedings.

He also has a wealth of experience in all kinds of administrative proceedings (administrative appeals, penalty proceedings, public procurement, etc.) and judicial review proceedings.

He is fluent in English.

In addition to his legal practice at the firm, José Segarra is a lecturer in Administrative Law on the law degree at Universidad Católica de Valencia, as well as on the Master’s Degree for Access to the Legal Profession at the same institution.

He has spoken at seminars organized by different business and professional associations (Spanish Battery and Energy Storage Association (AEPIBAL), Spanish Aggregates Federation (FdA), Valencia Employers Association (CEV), etc.).
